Professional Background

Anne Carl is fair, hard-working, competent, and experienced.

    • As a Civil and Criminal Deputy for the Cochise County Attorney, she not only prosecuted cases, but also advised the County Recorder, Elections, and many other County departments.
    • As a sole-practitioner, she diligently and honorably represented public school, municipality, private business and individual clients in all legal matters.  In 2019, the Arizona Bar Foundation named her a Top 50 Pro Bono Attorney.
    • As a teacher, speaker and trainer in ethics and public law, as an administrative law judge, a law clerk, a People’s Law Center Haywood Burns Fellow, and as a State Bar CLE Committee Member, Anne continued to earn others’ trust.
    • As a nonprofit grant recipient and administrator, most recently for Old Bisbee Firewise, a nonprofit that Anne and her husband Al Anderson co-founded, Anne again followed-through, putting her care for community into action.
    • As a private and commercial property manager, Anne continues to grow in love for this County while increasing the skills necessary for delivering kind, consistent, functional government services.

    Anne’s education includes:

      • Master’s (education) degree from the University of Arizona.
      • Bachelor of Arts degree from Union College in Schenectady, New York (Phi Beta Kappa). – Law and undergraduate degrees awarded with honor.
      • Past certifications in Arizona Election Law.

      Family Background

      Anne was born in New York State, the fifth of six children. Her parents wanted 12. They were public school teachers then, her father also serving in the Army Reserves. He completed active duty during each summer break so as not miss a day of teaching.

      An active and musical child who juggled paper routes and school plays, Anne and a small group of girlfriends would sometimes play the recorder for commuters arriving home on the train. As a teenager, she waitressed during every summer and winter break, and she still has her apron. Uses it too. She loves having extra pockets, and being able to assist other people with problems.

      Anne moved to Arizona upon graduating from college. She practiced law for many years, all of them here in Cochise County. She worked as a teacher and community organizer before that.

      She and her husband Al Anderson are the proud grandparents of three lovely young people, aunt and uncle of dozens more, and “greats” to still more. They were foster parents for a time, but now live a semi-quiet life with their “Secretary of Homeland Security” dog, along with their family business of refurbishing and renting commercial and residential properties, their charitable activities and civic engagement. Al and Anne co-founded a local Firewise chapter, for example, obtaining and administering numerous grants that continue to benefit the community.

      Anne and Al have also invented solutions to shared problems. For example, they invented and patented ShowerGate to address the problem of safely and affordably “aging in place.” ShowerGate is a fall protection device that fits across the front of a bath or shower. It is easy to install, and pivots and locks in place, so that those moving to, from and within a shower or bath, may do so securely. Although ShowerGate has not yet been mass produced, those using its prototype really love it, and Anne and her husband remain optimistic that – if meant to be – it will one day become readily available to the masses.

      Anne sang many years in the Arizona Opera Company Chorus; with Ismael y Anna, a traditional Latin American love song duet; and with the Bisbee Community Chorus. These days – when not working with her husband and now running for office – she can sometimes be spotted practicing guitar and writing songs.

      Anne’s parents each happen to be direct lineal descendants of patriots who served in the American Revolution; and they instilled in their children and others a love of country, history and hopefulness.

      Her parents – so active themselves in community-building – have slowed-down. Her Dad is now in hospice. Here, though – when he led a local Sons of the American Revolution Chapter and served as a State Officer – he is recognizing historical essay contest winners.
